Module 2 builds the legal foundation under every Air Boss decision. It covers FAA Order 8900.1 and the FARs it implements, the National Airspace System’s five classes, and the Certificate of Waiver (COW) and Certificate of Authorization (COA) that carve waivered airspace out of that system. It walks through FAA Form 7711-2, the Temporary Flight Restriction (TFR) that protects the show, the ASDA and Flying Display Area (FDA), crowd-line separation by aircraft category, non-participating aircraft procedures, special-use airspace, and the FSDO, ATC, and law-enforcement relationships every Air Boss has to build before show day.
