Module 4 covers everything an Air Boss does before an aircraft ever starts an engine. That includes a physical site walk to verify sightlines and crowd-line markers, a full read of the issued Certificate of Waiver, and building a schedule and performer handout from the category limits that waiver sets. It covers communications planning across primary, backup, and discrete frequencies; coordination with airport management and ATC; drafting and evaluating the Emergency Response Plan and Incident Action Plan, including a live emergency drill; and the weather and winds-aloft checks that set the go/no-go decision logic ahead of show day.
